CHAPTER ONE INTRODUCTION 1.1 Background to the Study The rapid advancement of technology in the twenty-first century has fundamentally transformed the manner in which institutions manage security. Closed-Circuit Television (CCTV) surveillance systems have emerged as one of the most reliable and widely adopted tools for monitoring and securing public and private premises. In educational institutions, particularly engineering complexes, the installation of CCTV cameras has become a necessity rather than a luxury, given the growing concerns about safety, asset protection, and behavioral monitoring (Norris and Armstrong, 1999; Smith, 2004). The Electrical Engineering Complex, as an academic and research hub, houses expensive equipment, sensitive laboratory instruments, and accommodates a large number of students, staff, and visitors on a daily basis. The vulnerability of such facilities to theft, vandalism, unauthorized access, and other security breaches underscores the critical need for an efficient surveillance system. According to Aderibigbe and Oyewole (2018), the integration of CCTV systems in Nigerian universities has been shown to reduce criminal incidents and improve the overall safety of campus environments.
